Recently, the trend of China's higher education reform is imitating European model of Universities of Applied Sciences (UASs), developing the "newly established" regional HEIs into UASs. This article analysed comparatively several main skills and competence training system model in the world, concluded that the Finnish model could be the most enlightening for China. Through literature review and studying and researching with Chinese experts, this article presented the challenges China's regional HEIs are facing. Using these challenges as starting points, it introduced Finnish UASs' most optimal practice experiences on legal status, management structure, funding, school-enterprises cooperation, system openness, curriculum, teacher development aspects. Based on these, this article gives appropriate recommendations on the transformation of China's "newly establishes" HEIs into UASs.
